Feagin on board; administrative positions filled

Winston Greene, district test coordinator, left, talks with Stephen Rizzo, director of curriculum, and Mark Manley, director of personnel.

Gary Feagin took his seat on the Mansfield City Schools Board of Education Tuesday evening and joined in approving the hiring of three central office administrators.

Feagin fills the vacancy created by the resignation of Dina Davis. He was chosen by the four remaining board members Monday after they interviewed him and four other applicants. Sworn in by Treasurer Robert Kuehnle Tuesday, he will serve the remainder of Davis’ term through Dec. 31, 2017.

The owner of a local insurance agency, Feagin is a 1974 graduate of Mansfield Senior High School. He has a long history of supporting the district, including co-chairing – along with Jill Haring and Kevin Nestor – a successful 2013 levy campaign.

The board unanimously approved Superintendent Brian Garverick’s recommendation for the appointment of three central office administrators. Reinstatement of the positions, vacant since 2010, was approved earlier by the board and the Financial Planning and Supervision Commission.

Stephen Rizzo, most recently the principal of Sherman Elementary School, will serve as district curriculum director. He joined Mansfield City Schools in 2006 and served earlier as principal of Woodland and Brinkerhoff elementary schools. From 1995 to 2006 he was a teacher and administrator in South-Western City Schools in Franklin County.

Rizzo received a bachelor of science degree in education from Miami University and a master of education degree from Ashland University.

Mark Manley, a teacher and administrative specialist in Xenia Community Schools since 1986, was hired as director of personnel. His responsibilities at Xenia included serving as human resources administrator.

Manley holds current superintendent, principal and K-12 teaching licenses. He received a bachelor of arts degree in vocal music from Anderson University in Indiana and a master’s degree in music from Wichita State University. He earned a master of educational leadership degree from the American College of Education and completed superintendent licensure requirements at Kent State University.

Jon Burras is district director of special education. He held that position during the 2015-16 school year, but as a consultant hired through the Mid-Ohio Educational Service Center. Tuesday’s board action makes him a district employee.

Burras holds a degree in adolescent education from Miami University and a master’s in school administration from Ashland University.

Rizzo, Manley and Burras will have their offices in the Board of Education administration building, 856 W. Cook Road.
